What Your Job Will Be Like
We are seeking a highly motivated and detail oriented NEPA/CEQA
Environmental Planner (job title: Environmental Technical
Professional) to join our Environmental Management Department. In
this role, you will provide NEPA project evaluations and
environmental support to Sandia National Laboratory in Livermore,
California.
On any given day, you may be called on to:
Conduct site surveys, meet with project leads, analyze regulations,
and document the impacts and permitting needs of projects that are
implemented at the facility
Obtain a variety of environmental permits
Conduct NEPA evaluations of projects for compliance with DOE's NEPA
regulations and guidance
Conduct CEQA evaluations of projects when such evaluations result
from projects
Prepare other environmental reports for the Livermore
laboratory
In support of the NEPA and CEQA planning task listed above, you may
be required to perform the following additional environmental
assessment and study services including:
Conduct field surveys to evaluate project's descriptions
Meet with various staff, DOE representatives, and regulatory agency
staff to plan and conduct NEPA and CQA project work
Develop procedures and training materials to communicate program
requirements
Assist with ecological and cultural programs by overseeing
technical experts conducting this work
Follow safety and security requirements for the laboratory
Participate in ISO14001 Environmental Management System (EMS) site
wide program development and compliance
Participate in site environmental audits and inspections by
regulatory agencies
Coordinate environmental assessment and other environmental duties
by conducting project meetings and preparing meeting
information
Create and implement project schedules so that environmental
reviews are conducted in a timely manner
Be responsive to customer requests from other departments
Due to the nature of the work, the selected applicant must be able
to work onsite at least 40% of the time, depending on business
needs. NEPA specialist is expected to be onsite within a few hours
in response to inspection needs.
Qualifications We Require
Bachelor's degree in relevant discipline such as environmental
studies or urban planning, plus five years of experience in general
environmental compliance and/or permitting or equivalent
combination of education and experience
Experience in NEPA/CEQA
Proficiency in Microsoft Office such as Outlook, Word, Excel, and
PowerPoint
Ability to obtain and maintain DOE Q-level security clearance
Qualifications We Desire
Excellent written and verbal communication skills
Experience with submitting CEQA/NEPA documents to regulatory
agencies
Experience with submitting environmental permit applications to
regulatory agencies
NEPA/CEQA course completion
Experience with reviewing ecological studies, such as biological
assessments, and experience with government-to-government
consultations with USFWS on biological assessments and biological
opinions
Experience with integrating cultural resources evaluations in
NEPA/CEQA evaluations
About Our Team
The SNL/California Environmental Management Department is
responsible for the implementation of all environmental programs
and activities at the Livermore site in support of research and
development in combustion, bio-defense, energy and nuclear security
disciplines. The department implements five Environmental programs
(Air Quality, Environmental Monitoring, Environmental Planning,
Waste Management and Environmental Sustainability).
Posting Duration

Security Clearance
Sandia is required by DOE to conduct a pre-employment drug test and
background review that includes checks of personal references,

and maintain a DOE Q-level security clearance, which requires U.S.
citizenship. If you hold more than one citizenship (i.e., of the
U.S. and another country), your ability to obtain a security
clearance may be impacted.

classified information or matter if the duties of the position

NNSA Requirements for MedPEDs
If you have a Medical Portable Electronic Device (MedPED), such as
a pacemaker, defibrillator, drug-releasing pump, hearing aids, or
diagnostic equipment and other equipment for measuring, monitoring,
and recording body functions such as heartbeat and brain waves, if
employed by Sandia National Laboratories you may be required to
comply with NNSA security requirements for MedPEDs.

at Sandia National Laboratories, there may be additional steps
necessary to ensure compliance with NNSA security requirements
prior to the interview date.
