Job Description:

DEFINITION

Under administrative direction, plans, organizes, directs, and manages all phases of the activities and operations of the Library Department; interprets and promotes the library's program to the Library Board, City officials and the community; serves as the liaison to the Library Board of Trustees; and performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS

This is a department head classification reporting directly to the City Manager. The Library Services Director is responsible for the planning, administration, and operation of the Library Department and performs responsible and innovative administrative management in support of the City's goals and objectives, and is a participating member of the City's executive management team. Appointment to the Library Services Director is an "at-will" appointment.

SUPERVISION RECEIVED

Administrative direction is provided by the City Manager.

SUPERVISION EXERCISED

Exercises direct and indirect supervision of the management, supervisory, professional, technical, and administrative support positions.

EXAMPLES OF IMPORTANT AND ESSENTIAL FUNCTIONS

Administrative Functions

Plans, supervises, and directs the Department's programs, projects, operations, and personnel; establishes the department's goals, objectives, strategies, and priorities; develops, encourages, and manages re-engineering and continuous improvement processes; develops and implements strategic visions for the Department that are in alignment with the City's vision, goals, and objectives; prepares, administers, and directs various ongoing, annual, and project oriented departmental programs and fiscal budgets; provides administrative direction to activities relating to the effective utilization of programs, projects, personnel, resources, facilities, and equipment; coordinates activities of the department with those of other City departments; collaborates with department heads to implement new regulations; works with other department directors and the City Manager in promoting continuous improvement efforts for City services; prepares and presents oral reports and presentations to various public and private groups; evaluates and projects library's informational systems needs; sets and follows standards for selection of library materials and maintains and develops the library's collection of books, periodicals, recordings, video-tapes and other materials; and uses applicable marketing techniques to understand the information needs of the community and to provide and promote use of the library's resources.

Management Functions

Selects and manages department staff; provides leadership, and uses appropriate coaching, supervisory, and evaluation techniques to facilitate continuous improvement and employee development; opens and maintains direct communication with peers, staff, and the public; regards exceptional public service as a fundamental way of operating; creates effective and service oriented teams; looks for means and methods to innovate and improve programs and services and supports calculated risk taking, professional growth and improvement; focuses on the big picture when making managerial decisions; effectively resolves complaints or concerns which cannot be resolved by department managers or other staff members; promotes organizational and employee development; and delegates decision making to the most effective staff level in the department.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

Demonstrated Knowledge of:

Modern and highly complex principles, practices, and programs of a public library; organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs; functional and political sensitivities; pertinent Federal, State, and local laws, regulations, codes, ordinances, and policies applicable to library operations and management; budget processes, management and resource allocation; effective techniques and methods of leadership, mentoring, development, and teamwork; supervision and performance evaluation; effective public speaking; personal computer and software applications; and informational systems in relation to library needs and services.

Demonstrated Skill to:

Plan, organize, and direct the activities of a diversified public library; identify and respond to issues of concern from management, staff, and the City Council; develop comprehensive strategic plans for present and future departmental services; analyze technical and administrative obstacles, identify solutions, project outcomes, and take or recommend appropriate actions; understand the intricacies of presentations and conference planning forecast and plan for future needs; properly interpret and apply pertinent laws, regulations, ordinances, and policies; prepare and administer a budget; perform mathematical calculations; address a variety of issue; make effective oral and written presentations; relate effectively and positively to those contacted in the course of work; administer a variety of activities; exercise sound judgment, tact, creativity, resourcefulness, and leadership in dealing with the public, City officials, commissions and boards, outside agencies, businesses, and other City departments; maintain and exhibit discretion, honesty, and integrity when handling sensitive situations; encourage employees to take initiative and responsibility; ensure exceptional customer service as a standard; evaluate public opinion and change policies/procedures and programs accordingly; analyze and resolve technical and organizations issues; select, supervise, train, evaluate, mentor, and coach personnel, as well as take disciplinary action when necessary; communicate clearly and concisely, both orally and in writing; and exemplify an enthusiastic, resourceful, and effective customer service attitude with the public, co-workers, and others who are contacted in the course of work.

Ability to:

Experience, Education, and Training Guidelines

Any combination of experience, education and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: Six years of professional level experience in a full service public library. At least three years of this experience must have been at a management level with responsibility for program planning and development, supervision of staff, and budget preparation and management.

Education: Equivalent to a Master's degree in Library Science or a related field.

Training: Any recent training, such as academic courses or certification programs which are relevant to this job classification.

License: May require the possession of a valid California driver's license and a satisfactory driving record as determined by the City.

Certification: None

Other Requirements: Willingness and ability to work the hours necessary to accomplish the assigned duties; attend evening meetings; and travel out of town and attend workshops, conferences, seminars and meetings during work and non-work hours.

Special Requirements: Essential duties require the mental and/or physical ability to work in a standard office environment; read fine print and a computer monitor; operate a computer keyboard; converse by telephone, in person, and to large groups and be clearly understood; and stamina to work additional hours to meet deadlines.
