ACS is seeking a talented leader to serve as the Project Manager
for our ongoing work at Lawrence Livermore Labs in Livermore, CA.
The ideal candidate will have exceptional communication skills, a
working knowledge of construction practices, experience with
collective bargaining agreements, Federal contracting experience,
and the ability to build strong working relationships with staff,
key Federal clients, and vendors. The Project Manager (PM) will
work closely with senior leadership on the East coast and will be
the on-site manager for all work at this location with safety,
quality and P&L delivery responsibility.
Site Project Manager Essential Functions:
The PM is responsible for ensuring multiple, concurrent,
multi-discipline construction job orders are executed within
customer project deadlines and budgets. The projects are executed
in a time and materials environment; consist of major and minor
renovation projects; and are dynamic in nature.
The PM manages a team of professionals that comprise the Project
Management Office, including a Safety Manager, Scheduler,
Estimator, Project Specialist, and Site Superintendent.
The multi-discipline construction operations are accomplished by
union craftsmen and limited sub tier subcontractors. Largely, work
is completed with unionized inhouse forces. There are in excess of
10 unions used to perform the work.
Safety is paramount, and the PM is responsible for safe execution
of the work at multiple locations at the DOE facility.
Quality delivery determines follow on work. Although the Site
Superintendent, General Foreman, and Foremen are responsible for
quality control, the PM is responsible for quality assurance.
Work involves managing up to 40 projects concurrently ranging in
value from $25K to $2M on a $20M per year multi-year SATOC. The PM
is responsible for cost management and timely execution of work in
accordance with job order budgets and agreed upon delivery
schedules.
The PM ensures new work is appropriately scoped, estimated, and a
resource loaded schedule prepared (either MS Project or Primavera)
for customer review and approval.
The PM ensures the management team provides and maintains both the
short-term (three week look ahead provided weekly), the long-term
(task duration) schedules and the overall Integrated Resource
Loaded Master Schedule. The PM shall be well versed in the use and
application of Microsoft Project.
The PM is responsible for developing and maintaining customer
relationships, and evolving the team's credibility to attract and
capture new work from LLNL customers.
The PM shall oversee the delivery of all work products, including
progress reports, estimates, deliverables, and work in place.
The PM is responsible for successful execution of all phases of
work from project identification and capture, to estimating and
scheduling, to safely executing construction activities, through
attending all final job walks and providing marked up and as-built
drawings at the end of each Job Order.
The PM should have a working knowledge of the Federal and State
codes, regulations, and standards relevant to construction
(including, but not limited to, Federal OSHA and EPA regulations,
NFPA Standards, ANSI Standards, and California building codes) and
be able to implement these in the field.
Must be a US Citizen with the ability to obtain and maintain a
security clearance,
Position requires a construction related four-year Bachelor's
degree or 10 years Construction Management experience.
Minimum 8 years of experience managing construction projects, two
years of which must be Federal construction projects and/or job
order contracts.
Thorough working knowledge of Federal contracts and safety
standards is essential.
Must be able to stand and walk for extended periods of time.
Adept at using Microsoft Office software, especially Excel and
Project including managing resource- loaded schedules.
Able to communicate clearly and concisely via email and keep up
with steady email exchange with the clients on a daily basis.
Must be able to keep track of status of between 10-20 active
projects.
Must be able to read, speak, understand and write English.
Must have experience working with union labor and collective
bargaining agreements
PREFERED SKILLS& QUALIFICATIONS:
Experience working at Lawrence Livermore National Laboratory
Strong working understanding of MEP interior construction
Recent experience working on large Federal construction job
sites.

Salary Range: $140,000 - $180,000 - The salary offered to the
successful candidate will be determined based on the candidate's
qualifications, work experience, and their ability to meet the
known requirements of the position as determined at the time of
hire. Job location will also be a factor in determining the salary
offered.
