Position Summary The Director of Finance and Operations directs and is responsible for managing all aspects of TVC's business operations including finance, administration, human resources, audit and compliance, in accordance with the performance standards and policies and procedures set by the ED and Board of Directors. The Director of Finance and Operations provides organization-wide oversight and strategic thought on all finance and operations. Responsibilities include, but are not limited to: FINANCE Oversee, review and maintain all aspects of TVC's accounting functions including accounts payable, receivables, cash receipts, deposits, cash disbursements, in-kinds, fixed assets, depreciation, inventory, all transactions related to the general ledger, bank and investment reconciliations, etc. Prepare accurate and timely monthly financial statements. Ensure compliance with GAAP, State and Federal employment laws, and the guidelines and standards required of an accredited Land Trust. Serve as the administrator of QuickBooks while following all TVC's Accounting Policies. Perform monthly A/P and A/R, and reconcile reports including payroll, credit card statements, bank, and investment accounts. Manage vendor relationships with Board approved accounting firm, investment firms, and benefits-related 3rd party services including but not limited to Vanguard, Kaiser Permanente and required insurance firms. Actively contribute to the TVC Committee and Board meetings through the creation and compilation of agendas and supporting documents, production of accurate meeting recaps and Board minutes, and serve as staff liaison to the Finance Committee. Monitor financial budget variances and prepare monthly financial reports to management including the ED and Board of Directors. Work with the ED and Board's Finance Committee to develop the annual budget process. Provide timely and accurate analysis of budgets, forecasts, financial reports, financial statements, and financial trends to assist the ED and the Board. Review investment activity and prepare reports for the Executive Director, Finance Committee, and Board. Cash flow management, review and approve check requests per the TVC's obligational authority and chart of accounts. Reporting and staff liaison to the Finance Committee and Board, working in conjunction with the Board Treasurer. Lead annual TVC financial audit and IRS 990 by establishing a productive partnership with audit vendor, defining an actionable timeline for process contributors, submitting required documentation, and sharing program status with partners and stakeholders. Manage internal event accounting and assist with special events as needed. Manage all organizational insurance polices, ensuring that TVC has the best and most up to date coverage, and monitor and review policies every six months. Primary staff liaison with bank and investment managers, along with the Executive Director. Work with the ED and Finance Committee to monitor the investments and ensure adequate coverage for financial needs. Responsible for overall revenue management, budget management, cost benefit analysis, forecasting needs and strategic leadership. Regularly evaluate the Finance and Operations Department structure/function for continual improvement. COMPLIANCE Ensure compliance with all policies, performance standards and internal controls relating to accounting/legal, cash management, and investments as well as all local, state, and federal regulations. Develop, update, implement and enforce Internal Controls and Operating Policies & Procedures in accordance with national and local policies to safeguard TVC's assets and operations. Prepare for compliance audits to ensure the TVC remains in compliance and ensure transparency to the public. Train staff to remain compliant at all times. Complete applications for and manage profiles with Charity Watchdog organizations, including, but not limited to Guidestar, Better Business Bureau, Wise Giving Alliance, Charity Navigator, CharityWatch, and GreatNonprofits. Maintain all Government documents, licenses, legal documents, office leases and historical documents. Coordinate update of and compliance with TVC's record retention policy, business recovery plans, and safety plan. Ensure on-going compliance with TVC guidelines and standards required of an accredited Land Trust. HUMAN RESOURCES Manage the human resource function assuring compliance with all applicable legal requirements. Lead or participate in the recruitment, hiring and compensation of staff. Help develop and maintain all job descriptions, job postings, and lead interview process as needed. Negotiate employment terms and create offer letters. Develop and implement personnel policies and procedures and maintain Employee Handbook. Manage and process payroll and related entries including 403(b) administration. Oversee new employee set up, benefits, payroll enrollment, and on-boarding of new employees. Maintain all employee files in accordance with all federal and state regulations. Working with the Executive Director, assist with the annual review process, job descriptions and employee transitions/exit interviews. Responsible for all of TVC's benefits administration, including obtaining bids, negotiating costs, making recommendations, performing open enrollment and benefits meetings, processing applications, and claims. Remain up to date on new laws, standards, nonprofit best practices, state, and federal law on nonprofit operations. Create, manage, and secure resources to host a cost-effective, annual College Summer Intern program which emphasizes experiential content for a student considering a career in a non-profit organization. Contribute to the financial sustainability of TVC through the cultivation of relationships, both established and new, which result in funding and lead generation for the Executive Director. Work with the Executive Director to support the Board of Directors, committees, and task forces, including reports, as needed. OPERATIONS AND LEADERSHIP Work with the Executive Director on strategic plans and growth objectives for the organization. Oversee all operational and administration functions of TVC ensuring the organization runs effectively and efficiently. Oversee the TVC's IT operations including database management. Manage all equipment needs and resources for office including computers, printers, copier, and phone systems. Establish key metrics which define success of TVC programs and projects. Synthesize data to identify trends, resolve opportunities and share successes with Stakeholders in a concise and impactful manner. Develop productive professional relationships with internal and external stakeholders including individuals serving on the Board of Directors, Advisory Council, community partners, and volunteers. Actively seek opportunities to participate in efforts of continuous learning, remain aware of trends affecting land preservation and identify new opportunities for the organization. Attend and actively participate in TVC's meetings as required.Perform all other related duties and responsibilities as required. Ability to work outside of the usual business hours on occasion. Requirements A minimum of a BS/BA in a relevant field with an MS/MBA preferred, or equivalent education and experience. Demonstrated management experience in finance, human resources, and operations. Relevant experience with the oversight of accounting systems, budgets, and financial reporting. Strong leadership experience illustrating successful results. Possesses strong communication and interspersonal skills. Compensation :Salary is commensurate with knowledge, abilities, and experience. This is a full-time exempt position.
