on the World! The Strategic Human Resources Management Directorate
(SHRM) is a valued strategic partner in attracting, training,
retaining and motivating a world-class, diverse workforce. The
Benefits and Compensation division develops strategy and programs
to recruit and retain talent for Lawrence Livermore National
Laboratory. In addition, the division oversees the daily
administration of all benefits and compensation activities. Job
Description The Strategic Human Resources Directorate has an
opening for a Benefits Manager. You will provide leadership and
supervision to the Benefits Administration Group, overseeing the
operation of the group and supervising benefits specialists and
benefits assistants. Interactions for this position are broad in
nature and require frequent contact with all levels of Laboratory
management and external agencies. -This position will report to the
Benefits and Compensation Division Leader.
- Manage the day-to-day administration of the health and welfare,
defined benefit, and defined contribution retirement plans, acting
prudently to minimize risk to the plans, and following the terms of
the plan documents in accordance with ERISA and other applicable
- Oversee the development, implementation, and delivery of audit
responses, defined contribution plan notices, Summary Plan
Descriptions, Annual Funding Notices, Form 5500s,
non-discrimination testing, Summary Annual Reports, Health and
Welfare notices, Open Enrollment guides, and other required
communications, reports, and filings.
- Work with plan actuaries to monitor plans and provide required
- Oversee vendor performance and monitor performance guarantees
to ensure satisfactory, accurate delivery of third-party
- Confer with health and welfare consultants to develop
strategies for delivering competitive benefits in a cost-effective
manner, both from the employer and employee perspectives.
- Formulate innovative organizational objectives and strategies
and have oversight responsibility for the design, development,
implementation, administration, communication, promotion,
evaluation, and daily operations of health and welfare and
retirement plans to ensure alignment with mission and operational
- Supervise/lead professional and administrative staff; provide
direction, feedback, and performance evaluation.
- Analyze new legislation and audit results and recommend and
execute appropriate action(s); ensure compliance with Federal and
State laws and regulations, as well as DOE orders, company
policies, summary plan descriptions, and plan documents.
- Define, construct, analyze and deliver performance
measures/metrics for depicting the on-going effectiveness of
- Offer strategic solutions and tactical plans that serve as an
organizational and/or institutional precedent influencing future
management decisions regarding benefits. Recommend new benefits
strategies/programs to senior management.
- Perform other duties as assigned. Qualifications
- Bachelor's degree in Human Resources, Business, or related
field or equivalent combination of education and extensive related
- Experience in compliance and reporting, qualified plan
administration, investments, and accounting related to benefit
- Extensive experience directly supervising employees and
managing and directing staff on daily operations and on
institutional and diverse projects and programs.
- Broad knowledge of a wide variety employee benefits theory,
practices, methods, plans, programs, compliance issues and
regulatory/reporting requirements, including in-depth knowledge
regarding ERISA and related laws and regulations.
- Excellent quantitative and analytical skills and experience
analyzing a variety of employee benefits programs and managing
their design, development, and communication.
- Experience managing and overseeing company-wide projects and
programs and developing strategic solutions.
- Experience with investment committee review and reporting,
discrimination testing, required filings and other required
- Extensive experience managing vendor relationships to maintain
quality and performance standards.
- Highly advanced communication skills, both written and verbal,
to effectively explain, present, counsel, guide and influence
internal and external stakeholders and customers, including those
at the most senior level, on a wide variety of issues.
- Proficiency in Microsoft Office suite of products, including
Excel, Word and PowerPoint. Desired Qualifications
- MBA or other relevant advanced degree.
- Certified Employee Benefit Specialist (CEBS) designation,
Professional Human Resources certificate (PHR), Senior Professional
Human Resources certificate (SPHR) or other relevant
- Experience with PeopleSoft/Oracle Human Resources modules;
