MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and HII Nuclear Inc.

The Livermore Operations (LO) of Mission Support and Test Services, LLC (MSTS) is an organization composed of approximately 50 scientific, engineering, technical, and administrative employees in Livermore, CA. Currently, LO's principal mission is in diagnostic development, fielding, and experimentation within the stockpile stewardship mission supporting Lawrence Livermore National Laboratory (LLNL) and the Nevada National Security Site (NNSS). MSTS is seeking to fill the position of senior manager (Manager III) at Livermore Operations. The position reports to the Director of Mission Operations in Las Vegas, Nevada.

Key Responsibilities

  • Managing the technical, budgetary, and administrative performance of LO while providing leadership across the LO organization to assure safe, secure and high-quality services in performance of the National Nuclear Security Administration's (NNSA) mission and other national defense missions.
  • Work closely with MSTS management in Nevada as well as collaborating with other offsite offices (e.g. Special Laboratory Technologies, Sandia Operations, and Los Alamos Operations) in the execution of LLNL and other customers' programmatic requirements.

  • Responsible for leading the development and execution of both tactical and strategic planning to assure new missions, new funded work and the continuity of our ongoing mission.
  • Be proactive in exploring new areas of technology investment through Site Directed Research and Development (SDRD).
  • Work with Program Management to ensure all new work is compatible with existing work, consistent with the MSTS Strategic Plan, and is allowable under the terms of the MSTS contract.
  • Responsible to ensure that all work is executed within the facility operational envelope and is executed safely, securely and within budget; following established processes, technically correct, and meets quality assurance requirements.
  • Establish the LO facility and infrastructure funding needs; monitor and control facility costs; and plan future infrastructure and equipment needs to support LO activities.
  • Maintain facility authorization basis documents and provide all facility common systems.
  • Find and implement ways to reduce costs and add efficiencies throughout the LO set of activities.
  • Responsible for direction of staff to include:
    • Plan for correct staffing and skill mix to support work

    • Develop and execute annual staffing plan

    • Ensure personnel are trained at appropriate level for their job and assist in their career development

    • Ensure employee Annual Performance Reviews are completed

    • Develop annual salary plans and administer salary programs for LO

    • Ensure that LO staff remains current in all applicable technologies in support of customers.

    • Demonstrate and enforce environment, safety, health, and quality leadership consistently with quality policies and procedures.
    • Implement applicable environment, safety, health, and quality requirements; emphasize the safety of each employee, and the protection of equipment and property in area of responsibility. Take immediate action to correct reported or observed unacceptable environment, safety, health and quality conditions and/or behaviors. Assure that appropriate procedures, training, equipment, warnings, and tools are provided to employees to permit work to be performed safely. Promote and actively participate in the MSTS safety concept.
    • Support and encourage employee participation in the Mission Support and Test Services, LLC environment, safety, health, and quality initiatives.

    • Promote and actively participate in the MSTS safety concept, Beyond Zero. Champion the operating practices of our execution model called Integrated Operations Nevada (ION) to engage employees and perform work to achieve a customer-centric focus.


      Due to the nature of our work, US Citizenship is required for all positions.

      • Bachelor's degree in related field or equivalent training and experience, plus a minimum of 17 years of related and progressively responsible experience.

      • Demonstrated skill to plan, organize, lead, and monitor a wide variety of team efforts to their successful completion.

      • Documented experience and proven ability to effectively monitor project progress and initiate actions to ensure milestones and schedules are met and work is performed within budget.

      • Demonstrated ability to win proposals and knowledge of nuclear weapons technologies and/or nuclear forensics research and development is desirable.

      • Excellent written and oral communication skills required. Must possess interpersonal communication skills to promote an open and informal communication environment, develop mutual trust and teamwork, recognize people for their accomplishments, and facilitate employee self-development.

      • Demonstrated ability to work independently, organize and prioritize work, manage multiple tasks and changing priorities, mediate conflict and apply leadership concepts and techniques.

      • Demonstrated skill to establish and maintain strong and effective customer relations and to anticipate change and adjust promptly and effectively.

      • Outstanding working relationship with LLNL, and close working relationship with Department of Energy (DOE), NNSA, or Department of Defense is desirable.

      • Demonstrated experience to apply the knowledge, skills, abilities, and competencies required to successfully perform the job.

      • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

      • Must have a valid driver's license

        Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, "Counterintelligence Evaluation Program.
        Eligibility Requirements - To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, "Personnel Security."
